General Validation Rules
- All meter readings must be validated before being passed to the billing system
- A validated reading must have one of four statuses: Pass, Exempt, Revisit, or Adjust
- GPS location of meter reading must match the registered meter location within 100 meters

- All meters must be read within the defined cycle period (e.g., 01/05/2025 to 31/05/2025)
Role-Based Rules
