For Validator:

1. Accessing the Current Reading Cycle

3. Validating and Passing a Reading

4. Handling Reading Exceptions

General Validation Rules

1. All meter readings must be validated before being passed to the billing system
2. A validated reading must have one of four statuses: Pass, Exempt, Revisit, or Adjust
3. GPS location of meter reading must match the registered meter location within 100 meters
4. All exemptions must have a valid reason code selected from the approved list
5. All meters must be read within the defined cycle period (e.g., 01/05/2025 to 31/05/2025)

Role-Based Rules

9. Only Supervisors can apply batch estimation to multiple meters simultaneously
10. Route transfers can only be performed by users with Supervisor role
11. Adding new meters to the system is restricted to Supervisor accounts

Estimation Rules

14. Average Consumption estimation must use the last 3 months of consumption data
15. Same Month Last Year estimation must reference exactly 12 months prior
16. Last Month Consumption estimation can only be used if a valid reading exists for the previous month

Data Validation Rules

19. Reading values cannot decrease from previous reading unless meter replacement has occurred
20. Consumption cannot be negative under any circumstances
21. New meters must have a valid Device number that doesn't already exist in the system

23. All readings must have a valid reading date within the cycle period
