General System Rules:

  1. RFP Creation Process: RFP creation must follow sequential tab completion (Basic Info → Stakeholders → Sections → Analysis)
  2. Status Management: RFP status can be Draft, In Progress, or Completed with specific state transitions
  3. Date Validation: Due Date must be after Submission Date, which must be after Briefing Date, which must be after Issued Date
  4. Budget Range Format: Budget must be entered in format "e.g., $100K - $500K" with proper currency symbols
  5. Progress Calculation: Completion Progress percentage is automatically calculated based on completed sections, uploaded documents, and questionnaire responses

Basic Info Tab Rules:

  1. RFP Title: Required field, must be unique within the organization, minimum 10 characters
  2. Description: Optional field, supports multi-line text input for detailed RFP requirements
  3. Status Dropdown: Defaults to "Draft", can be changed to "In Progress" or "Completed" based on completion criteria
  4. Budget Range: Optional field with suggested format validation, accepts text input for flexibility
