3) Revisit and assign to meter reader in validations

add checkboxes on the table list and add an assign all button.

when clicked on assign all button opens a modal with table list view of columns - Route Name,Meters,Consumers,Premises,Assigned To,Assigned Date,Due Date,Status( started,dispatched,completed,partial) ,Actions(assign )

from the modal when assign button is clicked opens another modal to assign Meter Reader with a table list of columns - User Id,Name,Contact,Workload. from there select single or multiple and assign the meter reader.
